Ngelale was born in Platteville, Wisconsin, United States. His father, Chief Precious Osaro Ngelale, hails from Eleme in Nigeria. His mother, Diane, is of German-American descent and served as the Social Welfare Director of the Rivers State Government under Governor Melford Okilo.
Ngelale father had a successful career as a geologist and politician. Ngelale was elected to serve in the Rivers State House of Assembly during the Third Republic. He diligently fulfilled his duties in this role until the military coup led by General Muhammadu Buhari in 1983 abruptly brought an end to his term.
After a military coup occurred, Ngelale's family decided to relocate to the United States in the year 1985. Subsequently, following the reinstatement of civilian governance in 1999, Ngelale's father was selected to serve in the federal cabinet as a minister.
Ngelale received a bachelor's degree with a major in Political Science and History from the University of Kansas located in Lawrence, Kansas, USA. Subsequently, he returned to Nigeria in 2011 to fulfill the obligatory one-year service program known as the National Youth Service Corps (NYSC).
